Currently, the same laws as in the EU apply to liquids in Switzerland. The European Tobacco Products Directive (TPD2) stipulates that nicotine-containing liquids can only be sold in bottles of up to 10 milliliters. For this reason, liquids with a size greater than 10ml, known as Shortfill Liquids, can only be combined with nicotine under the following conditions.
A Shortfill Liquid is a liquid that needs to be topped up with base (flavorless liquid) to be able to vape the finished mixture at the desired flavor intensity specified by the manufacturer. Most e-cigarette shops offer pre-made nicotine shots to achieve the desired nicotine level without calculations. However, Shortfill E-Liquids can also be simply topped up with standard liquid bases.

Shortfill Liquid - Adding Nicotine Without Nicotine Shots?
Since ready-made nicotine shots are limited to 20 mg/ml of nicotine, Shortfills with pre-made shots can often only be enriched from 0mg to 3mg or 6mg of nicotine/ml. However, it is allowed to order more concentrated nicotine bases from abroad (max. 150ml per order).
We recommend ordering 100 mg/ml base, dissolved in 100% PG, so you can mix any liquid to almost any strength without diluting it too much.
It is also useful to buy half a liter of neutral base, as you usually use less than 10ml / 20ml of the 100 mg/ml base, and this way, you won't reach the amount recommended by the manufacturer.
